Torque Vs. Allowable Shear

Hi,

Good Day!

I need to clear some doubts about Allowable load in shear for A325 1" Dia. Bolt. As per ASD, the value of allowable shear is 33 kips for single shear & threads are excluded from shear plane. Do we need to take torque into consideration? What if we torque bolt less than that required? Does 33 kips value decrease?

I am little confused in the matter. Can someone advise/suggest/explain?
