I'd look at ways to manage rainfall within the pond. Depending on what you're evaporating, you may be able to simply decant rainwater from the system. You won't get a lot of evaporation occurring during precipitation events.

You're basically trying to put a roof over a small town. The only thing that I can think of is very costly...you might want to look at those air balloon domes that a lot of sport teams use for practice....but you're talking a million square ft.
