When calculating the height of a flare for refinery gas relief, how do you determine the "R" factor for calculating the safe distance from the radiation given off by the flare.

The flare design is based on API RP-521. Per the sample calculation in Appendix C, the assumption is made that the maximum allowable radiation, K, at 150 feet from the flare stack is 2000 BTU per hour per square foot. The 150 feet, in this case, is the "R" factor. How do I determine this factor if I am using 1500, 800, and 500 BTU per hour per square foot, respectively, in my calculation?

Taken from the inverse square law which states in effect that the radiation intensity ( BTU/HR-FT^2) is inversely proportional to the square of the distance.
