roughness spec interpretation

great site everyone.

I have a problem interpreting one spec on forged surface - 'coined' to be exact.

Rz 40 tpi 8 >= 75% REF POSIT. 5%

I think I understand what Rz and tpi are.
8 >= 75% REF POSIT. 5% is what's bothering me.

If anyone can educate me on this, I'll appreciate.

In original drawing
the spec is:
Rz 40 tpi 8> 75% Reference Position 5%

someone made his own drawing and the spec was modified to:
Rz 40 tpi 8 >= 75% REF POSIT. 5%

I'm not sure if '>' means 'greater than' here.
