5/16-18 x 2 5/8 UNSL IND Hex M/S. It is a flange bolt.

Well,

It is a 5/16 major diameter bolt with a 18 thread per inch pitch. The bolt is 2" 5/8 long.

UNSL is the class of thread, which appears to be non standard for a 5/16 thread.

The UNS designation threads which have a special combinations od diameters and pitch with tolerance to Unified formulation have the basicform designation set out first followed by the limits of size.
