I have to contain tons of rock salt (95-98% pure NaCL). The container may be made from sheet aluminum OR cold rolled steel. Which will provide better corrosion protection?

Aluminum,  in fact there is a marine grade.  I think it is in the 3000 series.

Why can't you use a snythetic material?

There is a requirement to survive thaw sheds, which expose the product to propane flame for periods of time. But I may be able to use a composite as a liner.
