When you ask about the allowable position tolerance for the tube (with an actual size of 15.93), I assume it is an outside dia. If so, then the allowable position tolerance would be just the 0.4. If the tube were made at a smaller size, then the position tolerance would increase by that same amount. So position tol.= 0.4 + (15.93 - actual size).I'm not quite able to visualize the datums, though. You say there is no "datum location identifier", so how do you know where the datums are? I think you are saying A and B are taken from the ODs of the two ends. But what are their size dimensions? Also, a fixed-size attribute gage can only be used on those datums if A and B are both followed by the MMC symbol in the position callout. Otherwise they are to be gaged "regardless of feature size" and that requires a variable gage that will hold the datums firmly. Maybe you can tell me if my assumptions are correct, and I will try to help some more...
