I am not familiar with the "seismic zone 4" requirements, however I would have to assume that it deals with vibration. I have done some research and some experimentation with regards to the use split-locks. Many do not recommend these for use on new designs. They recommend other types of washers or lock-nuts or serrated head screws and such.
