I think your second interpretation is closer to the correct one. It sounds like the profile tolerance is locating that inclined surface at a precise distance from the datum reference framework of A, B, C. And then the angularity tolerance is only controlling orientation (and flatness) to a tighter amount. So there is no conflict -- the angularity zone can float within the profile zone, which is fixed to A, B, C.
