I suspect it is an error, and should have included the diameter symbol. Here's how to tell: If it is to be two parallel planes, then the direction of those planes should be clear by the way the dimension lines are attached to the hole. If a leader line is being used, then we don't know which direction the planes are in (up/down or left/right?). If they had wanted two planes along each axis, then two feature control frames should be used.
