According to Shigley, "Mechanical Engineering Design", 5th Edition, page 343, the LE is likely the manufacturer designation and the 10.9 is the property class. Minimum proof strenght for 10.9 class is 830 MPa, Minimum tensile strength is 1040 MPa and the Minimum yield strength is 940 MPa.
