I agree with Cragyon, why do this ...
The engineer is telling the machinest he wants
a .250 to .230 hole and to please shoot for .240.
A better notation would be .250 +.000/-.020.
Seeing this any self respecting machinest is going
to ream the hole to .240 and play it safe, if it is
a hole. 'or try to mill, grind, or turn to .240.
... it is a bit like when I tell my vendor job shops,
"Please hold my 1/4" holes a few tight so I can fit
ream them at assembly".
