Jeff's answer is correct, but you should keep in mind that the doubling should only occur when the diameter symbol appears in the feature control frame. This means that the tolerance zone is diametral. If there is no diameter symbol, the tolernace zone is radial, and the doubling should not take place. It's been my experience however that nearly all position tolerance zones are intended to be diametral, and when the diameter symbol is absent it is ususally due to ignorance or oversight. In those cases, it's best to check with the design authority to verify what was intended.
