Pressure Vessel

I am a pressure vesssel engr. and until now I dont still understand where the following formula being derived. I am already 2 years in my profession.
for cylindrical shell;
1> t = PR / ( SE - 0.6P )
2> t = PR / ( 2SE + 0.4P )

If you can give ideas about this things it woul be very much appreciated.Perhaps you can help me.
