Max rpm/velocity within a gearbox

I am a student at the University of Colorado and I am currently trying to design a planetary gear system that transmits approx. 4 hp max.

One of the inputs into the planetary system needs to be geared down to a lower rpm before it reaches the sun gear. I am wondering if there any general guidelines for figuring out the max rpm the gear down gears can handle? Planning on using a spur and internal gear to gear down. The gears are AGMA rated Q10. Optimally a rpm of 32000 would be geared down by a gearing ratio of 3. Not sure if 32000 rpm is doable though?

Any help/advice would be really great.
