You have six cylindrical features than can be manufactured as small as diameter.gif 17.2 and as large as diameter.gif 17.6 and are identified as "A".

This is called a Composite Feature Control Frame:

    composite.gif

    The upper horizontal frame:

    upper.gif

Specifies that the position tolerance of the as-manufactured cylindrical feature derived axis must fall within a cylindrical tolerance boundary equal to diameter.gif 1.4 when the cylindrical feature is manufactured at mmc.gif or MMC (Maximum Materials Condition) that is oriented and located relative to Datum's "A", "D", and "E" when "E" is at mmc.gif

    The lower horizontal frame

Specifies that the position tolerance of the as-manufactured cylindrical features derived axis must fall within a cylindrical tolerance boundary equal to diameter.gif 0.2 when the feature of size is manufactured at MMC and is oriented to Datum "A".
