I am interested in knowing if it is possible to access LTE data from smartphones, specifically raw data such as IQ samples, channel impulse response and so on. Which cell phone models would allow the developer to access such information?

LTE or "Long Term Evolution" is the carrier technology data. I'm sure would need to hack a device to see the raw data however it is just RF.
You probably are able to purchase a RF spectrum recorder and analyzer to explore the data signal on phones.
