    Confused What the heck is this?!?!?!

    Anyone know what the heck this is? Was in with some engineering stuff from my father:










    Flat blade screw driver in the middle bottom and two bars in either side adjust and lock. The little lever beside the dial at top changes the needle setting on the dial.
