Say I want to construct a hollow sphere with an adjustable moment of inertia. The shell could have some thickness, but it would need to be symmetric, so that the moment of inertia is roughly the same in all rotational directions.

My initial thought is to use a fluid (e.g. water), but it would need to interact fully with the body so that there is no sloshing. Any creative ideas on this?
