How can I create electrical induction using a car or lawn mower battery ?

Hello my name is Nicolas but my friends call me Dexter, I'am a student in high school and I'm trying to recreate the following experiment inexpensively:

    Plasma and Candle Flame Experiment

I also need a way to regulate voltage. I'm trying to test the effect of voltage in plasma. I appreciate any advice I can receive since nobody has been able to give me a clear answer.

I was thinking that if I used so kind of car battery with high voltage I could use the cables used to jump start a car, I would strip one end and wrap the wire in to the panels that way I could create an electromagnetic field or some kind of ion wind. Yes I know what happens when you short circuit a battery.
