I have a incoming signal from an analog to digital converter, how do I turn it in to a transfer function ?

than how do you solve for H(W) ?
how would you solve for the transfer function

so you know the Y axle is in voltages (V)
and the X axle is Time ( milliseconds)

also how would you solve for
Fourier transform?
