All thermal interfaces slow down the heat transfer. Try increasing the surface area conducting the heat or reducing the interface conductivity.
Would thermal conduction improve if more than one thermal interface is used? For example, adding a thermal pad with a conductivity of 6 w/mk on top of another interface that has a conductivity of 80 w/mk. Are there any downsides of using more than one thermal interface besides extra material, cost, thickness, etc.

Changing the color (black is better than white) and surface roughness (matte is better than shiny) too.
Can you not replace the lower grade one with the higher grade?
