You need to post a picture.. My answer based on an estimation of what you have is: The position tolerance is diametric, therefore the as-built feature (whatever it is) center element (axis for hole or pin) can be offsett in any direction from perfect .002. The .002 is the radius of the .004 diameter, so it is similar to +/-.002 in any direction (up, down, east, west, NE, NW, etc..). There should be a basic dimension(s) or centerline indicating the relationship to the datum reference. A basic dimension is a dimension contained within a box without tolerances.
