The following is from my Kennametal tool application design guide. This is based on a Hollow Boring bar:

Y=(6.8WL^3) / [E(D^4 d^4)]

Equation Reference D^4 = dxdxdxd (to the forth power)

Where:

Y = deflection in inches W = force in pounds applied to bar L = free length of bar in inches E = modulus of elasticity in psi D = O.D. of bar in inches d = I.D. of bar in inches E = 29,500,000 for typical tool steel
