An average gasoline engine idles at 600 rpm. That is 600 revolutions per minute. The rear axle is a means to convert the engine torque and rotational velocity into somthing usefull. You would have to have a very small tire to move say, 5 miles an hour at 600 RPM. That is 10 revolutions per second...
